Process Lasso, my favorite auto priority controller

This is the version I'll be using for the first time in Windows 7 x64. I loved it for its simplicity, when I did some trials on XP x86 some years ago.

The thing is that I've finished by doing it myself, beginning to dislike its way of managing. Some situations called for immediate actions, but sometimes it wasn't that easy.

We'll see here as with a Dual-Core, threads can also be prioritized and managed through rules, which I remember was necessary for browsers when really active.

Let's see what it's got on the user experience side here, for the 2nd usage run.
